I briefly toyed with having separate modes, so that when you're in 
navigation mode the left mouse button does what you describe.  I think 
that was only in 1.8.4.  But I found this personally difficult to deal 
with, so I went back to the old behavior, which was to use the middle 
mouse button for navigation and the left for drawing masks.  So my best 
guess would be that you're a victim of my indecision, and you should try 
the middle mouse button.  If that's not it, make sure your middle mouse 
button is working, and if that's still not it, I may have to send you a 
debugging version to play with.
