I'm still not sure what's causing this, but there are a few more
things I'd want to check:

Does the user voxbo exist on all the machines, with the same uid?

Are all the sequence directories and job files in the queue directory,
as well as the directory itself, owned by user voxbo?

In your inetd/xinetd setup, is vbsrvd set to run either as root or as
user voxbo?

Is the vbsubmit executable owned by user voxbo, with the setuid bit
set?  (chmod u+s /usr/local/VoxBo/vbsubmit)

I'm working a little on the scheduler right now, I can add in some
configuration checking for a variety of these config issues once we
work out what the issue here is.
