[VoxBo] user 'neurorad' on cfn cluster

Does anyone know who the user 'neurorad' is on the cfn cluster, and
whether they might be convinced to set their jobs to a lower priority?

Nobody was able to get any work done yesterday, and today looks to be the same.

This user currently has  90 jobs in the queue, **each of which** takes
3-5 hours to finish.  Even given the number of machines working on
those jobs, that means it'll be evening before anyone else - even
someone running at priority 4 - can run any job.

The exact same thing happened yesterday - people just sat around
unable to do any work because this user had more than a hundred
many-hour jobs in the queue.
