[VoxBo] queue issues

It depends on how busy the cluster is when you submit your job. If most of
the CPUs are idle when you submit your jobs, they will grab the fastest
CPUs and get processed quickly. If a lot of other people are also using
the system, your job will have to wait and take longer time to finish.
